Education 

Dr. Ivan P. Hwang graduated with Phi Beta Kappa honors form the University of California at Berkeley. He attended the University of Chicago Pritzker School of Medicine and completed his ophthalmology training at the John Moran Eye Center, University of Utah Medical Center. He then completed his Oculoplastic fellowship training with Dr. David R. Jordan at the University of Ottawa.

In the past, Dr. Hwang taught at the California Pacific Medical Center and at the University of California at Berkeley as Assistant Clinical Professor of Ophthalmology in the field of Oculoplastics. Dr. Hwang has also served as Chief of Ophthalmology at John Muir Medical Center and as past President of East Bay Ophthalmology Society. Currently, he serves to provide Oculoplastic Trauma services for the John Muir Medical service at the Walnut Creek Campus.

Ivan Hwang, M.D

 

Dr. Ivan Hwang is a board-certified ophthalmologist and a renowned specialist in oculoplastics, with over 30 years of experience in the medical field. Dr. Hwang's practice philosophy centers around personalized patient care, combining his expertise in ophthalmology and oculoplastics to achieve optimal functional and aesthetic outcomes. He is particularly passionate about minimally invasive techniques that ensure minimal discomfort and recovery time for his patients.

 

A significant part of Dr. Hwang's career is also his commitment to international vision care in Africa. He has a deep passion for volunteering and involvement in International Vision Volunteers with his wife Yenjean. Together they go several times a year to Zambia, providing critical ophthalmic services to underserved communities. 

 

Outside of his clinical and volunteer work, Dr. Hwang enjoys spending time with his family, kayaking, and acquiring diesel cars.

OCULOPLASTIC SURGERY

 

Dr. Hwang Believes in anatomy-based reconstructive surgery of the eyelids and face. His philosophy is to reconstruct the anatomy of the upper eyelids and lower eyelids. Mid face, brows, and forehead according to patient’s original anatomy. He believes that the optimal cosmetic and reconstructive result is obtained from this philosophical approach.

 

Dr Hwang offers ophthalmic reconstructive and cosmetic procedures of the eyelids, orbit, and face. He offers medical and surgical treatment of conditions such as, nasal lacrimal duct obstruction (blocked tear duct condition causing constant tearing), ptosis (droopy eyelids), orbital fractures, thyroid associated orbitopathy, essential blepharospasm, and other oculoplastic related conditions.

Dr. Elisha Garg, M.D. 

​

Dr. Garg is a dedicated and accomplished ophthalmologist with a deep commitment to enhancing vision and improving eye health. During medical school, she was elected to the prestigious Alpha Omega Alpha Honor Medical Society and was selected to be a Howard Hughes Research Fellow. She is Board Certified by the American Board of Ophthalmology and is a member of both the American Academy of Ophthalmology (AAO) and the American Society of Cataract and Refractive Surgery (ASCRS). 

 

Dr. Garg has a strong passion for teaching and actively engages in mentoring and educating future physicians. She was awarded both the Intern, and Resident Teaching Award during her clinical training. Now, Dr. Garg currently serves as a volunteer attending at UCSF, where she generously devotes her time and expertise to staff resident surgical cases. This invaluable contribution helps shape the future of ophthalmology by nurturing and guiding the next generation of surgeons. 

 

Additionally, Dr. Garg is strongly devoted to improving healthcare access and outcomes in underserved communities worldwide. During her residency, Dr. Garg did a rotation at the world renowned Aravind Eye Hospital in Madurai, India, where she learned small incision cataract surgery. Through the International Vision Volunteers, the surgeons of California Eye Clinic have established an eye clinic in Zambia. Each year the team brings essential eye care and surgical services to the community. Dr. Garg hopes to bring her expertise to the initiative, furthering the impact of the clinic and continuing to improve eye care accessibility in the region.

 

Dr. Garg specializes in providing a wide range of comprehensive ophthalmology services including cataract surgery, pterygium surgery, glaucoma management, and diabetic eye care. With a strong emphasis on patient education and communication, she believes that well informed patients should actively participate in their eye care decisions, leading to better treatment outcomes. Her caring and empathetic nature creates a comfortable and supportive environment for patients during their eye care journey. As a member of AAO and ASCRS, Dr. Garg remains up to date with the latest developments in ophthalmology. She continuously seeks to integrate evidenced based treatments into her practice, ensuring patients receive the highest standard of care. 

 

Beyond her professional endeavors, Dr. Garg enjoys spending time outdoors with her husband and young daughter. As a Bay Area native, she loves everything this beautiful area has to offer. Together with her family, they love skiing in the winter, camping in the summer, and playing at the beach.

Dr. Frances V. Ong, O.D.

 

Dr. Frances Ong received her undergraduate degree at UC Davis and her Doctorate of Optometry from the Southern California College of Optometry in 2000.  She practices primary care optometry, fits contact lenses and treats various eye conditions in patients of all ages.

​

Dr. Ong enjoys traveling, spending time with family and watching Bay Area sports.  She is a huge Golden State Warriors fan.

Dr. Theresa Ai Nguyen, O.D.

 

Dr. Theresa Ai Nguyen earned her Doctor of Optometry degree from Pennsylvania College of Optometry, and has been providing comprehensive eye care for patients for over 20+ years. 

​

She is highly experienced in providing comprehensive primary eye care, urgent eye care, and pre- and post-operative care to patients with diverse eye- health needs. She is certified to treat glaucoma and collaborates with our ophthalmologists for long-term planning and care. An experienced medical Optometrist, she is trained and experienced in treating many ocular diseases. She is also certified to prescribe therapeutic treatments with pharmaceutical agents. Her optometric specialities include treating and managing symptoms associated with computer eye syndrome, fitting soft and specialty contact lenses including RGPs.

​

Dr. Nguyen approaches patient care with her personable disposition, patience, compassion and enthusiasm. She speaks fluent English and Vietnamese (her native language), as well as some Spanish. 

 

On weekends, Dr. Nguyen teaches catechism and Vietnamese classes for Vietnamese-American children at a local church. She also likes to travel and exercises regularly to stay fit.

Dr. David Huff, O.D.

 

Dr. David Huff was raised in Visalia California and graduated with a Bachelor of Science degree in Biology from California Polytechnic University, San Luis Obispo. He received his Doctorate of Optometry form Southern California College of Optometry in Fullerton. He completed his training though rotations at the VA in Los Angeles, University Eye Center at Los Angeles, and SCCO Low Vision Clinic.

 

After graduation Dr. Huff joined California Eye Clinic in 2005. His top priority is to provide comprehensive eye exams for the whole family. His clinical experience includes contact lenses, ocular disease management, and providing care for cataracts, glaucoma, diabetic retinopathy, and macular degeneration.

 

Outside the office Dr. Huff enjoys spending time skiing in Lake Tahoe, hiking at Contra Loma, and golfing.

Dr. Meng Lee, O.D.

 

Dr. Meng Lee is a glaucoma certified optometrist trained to detect and manage macular degeneration, diabetic retinopathy, cataracts, child vision development issues, and other eye diseases.  He earned his Optometric Doctorate from The New England College of Optometry in 2008 and went on to complete an Ocular Disease Residency through the VA Hospital in Boston.  Dr. Lee can provide general eye and contact lens examinations to patients of all ages from pediatrics to geriatrics.  He also does fit specialty contact lenses for various corneal diseases to help improve and maintain vision.

 

He was raised in the Bay Area and enjoys practicing in the East Bay.  Most importantly, Dr. Lee tries to spend his free time with his wife and three children.
